changing the name of the blog

  The My Blogs section does not display An Address option and hence I can not follow the steps to rename my blog. I am editor on one and administrator on another. the blog in question is themanhattanrising.wordpress.com

  The blog I need help with is: (visible only to logged in users)

  You can change the address of the blog if you are the editor of that blog.
  Only higher rank admins can change the blog address.

  If you merely want to change the name/title of your blog
  Settings > General > Site title

  I followed the steps to change the blog address, I am now administrator of the site but still the only options appearing after I hoover over the blog address is ‘leave blog’ , but my other blog allows me to change address not this one- any ideas why?

  Oh! Sorry I did confuse you. Only the original blog owner, the creator of the blog is allowed to change the address of the blog. You can ask your fellow admin to either to transfer the blog to you or change the address him/herself.
