Changing the Site Title's Attributes HELP

  Hello,

  I am simply trying to learn and understand. I want to change the font, size and letter spacing of my site title. I have read numerous articles, attempted editing the css, php and have installed Plugins. No matter what I do nothing will change on my site. I want to know if I’m doing something wrong or if there is something on this theme that prevents me from making changes.
