changing the subhed below the blog title

  I can’t find how to change the default of “SMILE! YOU’RE AT THE BEST WORDPRESS.COM SITE EVER” to what I want it to say under the title of my blog. How can I do that?

  Site Titles and/or optional Taglines can be changed at any time here > Settings > General.
