  There’s a great tutorial on how to change your theme right here -> https://en.support.wordpress.com/themes/

  If you want to upload a custom theme, I’m afraid it’s not possible to do on wordpress.com. But if you buy a paid plan, you’ll be allowed to edit an already existent theme for your blog. You can learn more about it on these links:

  Regarding paid plans, you can read more about them here -> https://wordpress.com/pricing/ You’ll be able to edit a theme by buying a Premium or a Business plan. This option is not available for a Personal plan.

  If you wish to upload a custom theme anyway, maybe you should consider using wordpress.org instead of wordpress.com. It is very similar to wordpress.com, but it has some other functionalities (including the possibility of uploading a custom theme).
