changing time zone not an option on my settings

I am trying to change the time zone on my blog. However, when I go into settings-general there is no option to change my time zone. There’s the language box and the others but no time zone.
The blog I need help with is: (visible only to logged in users)

Provided you are logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog, you will be able to navigate to the required page and change your timezone.
The default timezone is UTC time. You can reset your timezone here > Settings > General. There you select the closest city to you in the same timezone in the drop-down menu and then click “save changes”.
If you are logged in as Admin under the exact same username account that registered the blog then this is what you see here
