Changing top navigation order

I am trying to adjust the order of my pages and I followed the instructions on this page and it did not work: https://en.support.wordpress.com/pages/page-options/
I want to move ‘LAUW Exec Documents’ in my top navigation, so that it is 3rd, after ‘About.’ I clicked on this page, went to ‘page attributes’ and changed the number under ‘Order’ to 3 and this didn’t change anything. Is there something I am doing wrong?

I see that “LAUW Exec Documents” is at the third position currently. Is everything working as expected? Let me know.

Is the “Home” button considered 0 or 1?
When I try to change “LAUW Exec Documents” so it shows up 2nd on my top nav, it ends up last, after “Programs.” Not sure why it’s doing this. This happens when I change the number in the “Order” box from 3 to 2. Any ideas? Thanks -
Please stop using the numbering system and instead use the customizer, create a custom menu, add the items, and arrange them in the order you want as I described above.
