changing URL for blog

I want to change the URL from my email name to the name of my blog. Specifically from frederickunltd.wordpress.com to theeclecticdilettante.wordpress.com. How do I do that?
The blog I need help with is: (visible only to logged in users)

The email address you use when you create a username at wordpress.com is the unique identifier. When your are logged in under that username every blog you register is registered to that username.
