Changing URL “Format”?

This is a completely newb issue, but I can’t seem to figure out how to change a post’s URL format.
Right now, my posts are all …/[year]/[month]/[day]/title like this: http://angrychinesedriver.com<b>/2008/02/17/2008-autoshow-review/</b>
But I want to shorten all my post URLs to simply …/[year]/[title], therefore eliminating the “02/17” in the above example, and have the changes reflected in all past posts, and of course future ones.
Is this still possible? I do remember doing it more than a year ago, but now I can’t find the option anywhere on Dashboard. All I’ve found is how to change the date format of the post, which is irrelevant.

Not at wordpress.COM it is not. With self-hosted blogs you can change the permalink structure, but not here. You can edit the very end of the link URL (title) but not the mo/day/year stuff.

I see, okay maybe I was mistaken then when I supposedly did it last year.
