If you change the url and don’t disable it, is it possible to reuse the original url at a later date or is it permanently lost?

The best way to preserve your current address and not lose it permanently is to consider setting your blog to private and create a new blog with the address you want. Once you delete your site domain, you will never have access to the name again. I have come across several people who deleted their site and are now seriously regretting it. Something to consider.
