  Hello,
  I would like to change the url title for my blog is this possible without an upgrade?

  You can use this feature whjen it’s available again > http://en.support.wordpress.com/changing-blog-address/

  You can log-out of wordpress.com and register another blog http://en.support.wordpress.com/register-a-blog/ using a different email address. Then export your content out of the original blog and import it into the new one. http://en.support.wordpress.com/export/ Lastly, make the original blog private so you can use it for testing or as a backup blog. http://en.support.wordpress.com/settings/privacy-settings/
