Changing ‘User Roles’

I am one of the administrators and have followed the directions to change the user roles of my ‘Viewers’, but no matter what I do it does not allow me to change their roles. The only option available is ‘Remove’ Is there someplace else that I need to be doing this?
I am going to ‘People’ then ‘Viewers’. The ‘Invites’ tab lets me resend the invite, but does not allow me to change the role type. Do I have to remove them all and start from scratch?The blog I need help with is: (visible only to logged in users)

I have already reviewed these pages and they have not helped. Perhaps I am not being clear in what I am trying to do. I initially invited a number of people to view my site. (This is a family only site.) These family members show up under “People” under the Viewers tab but NOT under the “Team” tab. I am only able to change the status of the people who are listed as team members.
Under the “Viewers” tab I am unable to make any change other than Delete.
When I try to “invite” the same family member to be part of the team. It tells me that they are already a member.Any suggestions?

Viewers are not listed in the Team section because they do not have any editing privileges. Family members would need to be invited as Administrators, Editors, Authors or Contributors in order to appear there:

Team roles can be changed but Viewers will need to be removed and re-invited as another role.
I see there are a number of people with pending invites:
https://wordpress.com/people/invites/
These people will only be listed as Team or Viewers once they have clicked the “Accept Invitation” button in their invitation email.
