changing website address

I have a blog http://www.chattychicky.comI want to change it completely to a different blog with new content and a new website address. Am I able to do this? and how?

I’m sorry but that site is not hosted by wordpress.COM, and we provide support only for WordPress.COM hosted sites. You are posting to the wrong support forum and we cannot help you.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

hmm…thats strange. I am postive my site is hosted by wordpress, when i log into my blog I log into wordpress?
