changing website name

  No problem here. Just asking if I customize a site under one site name and then decide I want to change the site name before I host it, do I have to build it all over again under the new name or can I transfer it to the new name?

  The blog I need help with is: (visible only to logged in users)

  If you register a blog here at WordPress.com, is address or URL can certainly be changed, provided the one you’re changing to is free and available.

  Thanks for getting back to me. So if the new name is not free, I can still change it without duplicating all the customization, but now I have to pay, right?
