Charge was made 2 days ago, but I can't seem to get 30-day refund

I have a long dormant site/account and I just got charged $99.00 of Feb 8, 2014. It says I have 30 days to get refund but it’s not letting me. It’s only 3 days after. Are there any humans that work at WordPress??? Would be nice to actually get to speak to one directly for assistance.

Provided you are logged in under the same username account that purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My Upgrades
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals,
http://en.support.wordpress.com/domain-mapping/cancel-domain/ and Guided Transfers.
http://en.support.wordpress.com/upgrades/#refunds
Note: It takes from 1 – 2 weeks for the refund to be received. -

I just cancelled your WordPress.com Premium upgrade and issued you a full refund, as you requested. You should see the refund on your bank statement within about a week.

Actually, one last question- is there a way to completely delete this entire account? It was set up for a potential client and never came to fruition, so I’d just as well get rid of it altogether as it’s occupying one of my primary email accounts.

As raincoaster mentioned, there isn’t a way to completely delete accounts at WordPress.com. You can read more about that here: Deleting Accounts
However, you can change the email address on the account — that will free up your email address to use with a different WordPress.com account. You can change your account’s email address from your account settings here: https://wordpress.com/settings/account/
