Chargeback fine for PayPal contested charge for template refund that didn't come

    As a new blogger Im still learning! I paid for a blog template then realised the free ones were fine! I immediately followed the procedure & Requested a refund. Months later I check PayPal & realise it never came. I tried to find a WordPress email address but gave up & opened a PayPal refund case adding a note to explain. I then get an email saying my WordPress account is on hold as they are charging me a chargeback fine of £20 for opening a case! I cannot post until this is paid.. This is terrible service. I don’t know what to do or how to complain that it was my inexperience that has caused this! Any tips on what I can do really appreciated? Many thanks!

    Which premium theme did you purchase?
    When did you purchase it?
    When did you request a refund?
    Did you use the following process?

    You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.

    WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.

    Note: It takes from 1 – 2 weeks for the refund to be received.

    Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
