Charged for upgrage but still on free plan

I was billed $300 usd for a plan but am still on a free plan – how do I get help from WordPress.com on this.

Is it possible you made your purchase under a different login? Can you please fill out the form here to the best of your ability to let us know more info about this transaction? https://wpchrg.wordpress.com/
