Charged me even thought I received the error 1001

In trying to renew my domain registration (this whole thing has been nothing but a headache. I’ve tried to be polite but I’m exhausted at this point).
I purchased the $26 renewal and received error 1001. While even though I received said error, they still charged my PayPal. If the purchase has an error, shouldn’t the submission to PayPal or CC be declined at that point. Basically I just bought a $26 error.
Would anyone please advise on my having the funds returned? Thank you.
