  Hello. I received an email saying that I was going to be charged $72. I am not using this account at the moment and would like to cancel. When I go to Manage Purchases, in WP, it reflects that I do not have a website. What is it that I am being charged for and how do I cancel? Thank you!

  You only created this account 10 minutes ago and it has no site attached. No doubt the upgrade belongs to another account.
  Visit https://wpchrg.wordpress.com/. There should be a contact form there too.

  Yes, the account you contacted us from has no history of charges, so you will need to post under the account connected to the upgrades in order for us to help you in the forums. But, as @themagicrobot referenced, you an visit https://wpchrg.wordpress.com/ and reach the Payments team who would be happy to assist you with this as well.
