I’m not sure what I need. I registered at WordPress.com. I am trying to create an auction site for a charity. Where do I go from here?

I’m sorry but that type of blog is not allowed here. You would be in violation of the Terms of Service and your blog would be suspended. Advertising outside of WordAds at WordPress.com is not allowed.

So what’s up with the download I used called WordPress Auction? My understanding that I could plug it into my WordPress account – or that’s what the directions say.

You are confusing blogs hosted by WordPress.COM and WordPress.ORG software installs.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
