Checkout for rental items

    I am making a website for renting machinery. When a customer adds one or more items to their basket and checkout they should be filling in a form and submitting it without having to pay anything.

    Is there anyway to edit the checkout form to add dates in it, and is there a way to make the customer not have to pay anything?
    the customer is supposed to submit a form and when the request is accepted they get an invoiced instead of paying via the website
