checkout transfer domain error

  I got the error message: The Member state service is unavailable, when I try to transfer my domain.

  WP.com: Yes
  Jetpack: No
  Correct account: Yes

  The blog I need help with is: (visible only to logged in users)

  Hi there! It looks like the domain transfer was cancelled for a refund. This may have been a temporary error related to VAT ID verification during checkout. Can you clarify if you were trying to add VAT details as outlined in the following guide? https://wordpress.com/support/vat-gst-other-taxes/#add-tax-details-to-your-account
