Choice of type of site

At the first step I am asked to select how I would like to use by website (blog, business, professional, education, store). Can I choose business or professional if I want to sign up for a personal (not premium, not business) plan? Thanks.

You can select any option there, yes. It won’t affect which plan you’re able to purchase.
At this point that selection only determines which default theme will be used for your site when its initially created, and it influences what free domain we create for your site – a free *.wordpress.com address, or one of the free .blog subdomains we currently offer.
In future those choices will also have an impact on the default content that’s added to your site when it’s created, but it does not lock in you into a specific type of site, and you can change your site’s theme, layout, purpose or plan, any time you want.

I would like to create a .xyz website, not a blog. I would like to be on wordpress.com, and select a personal plan. Can I still choose any type of site? Many thanks.

Yes, you can create any type of site and when you’re presented with a plan option, you can select the Personal plan.
