No you cannot. You are not clear on the differences between WordPress.com free hosted blogs and WordPress.ORG installs. Please read

Purchase web hosting http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/ Then move your .wordpress.com blog content into it http://en.support.wordpress.com/moving-a-blog/
