  can i buy a domain in wordpress.com and use it later on wordpress.org?

  I believe WordPress.com may have stopped selling domains alone without a plan so it may be best to buy the domain wherever you want to actually host/build your site.

  To add to what has been previously shared. Yes, you can register a domain with a $4/month entry level hosting plan here on WordPress.com and later decide to use it elsewhere. WordPress.com doesn’t take ownership over your content or domain, and you can move if/when that is best for your project.
