  Hi I would like to claim ishpal.wordpress.com As of now it says that its is reserved from someone else.

  The blog I need help with is: (visible only to logged in users)

  Hello @ishpalchhabra,
  It means that someone has created an account to comment or something else, but have not created a blog yet.

  You can contact staff to see if they can do anything about this. But there no promises made.

  @otpidusprime is correct. That name is reserved by another user who has not yet created the corresponding site. The only way to claim that site URL is to contact the owner.

  I would suggest purchaisng a custom domain such as ishpal.net, which would be more beneficial for people finding your site.
