Clarification on referring people to my private business site?

I would like to create a new WordPress.com blog for a friend of mine who is local mortgage broker. The content on the blog would be ‘non-salesy’, informative or educational and content-rich but at the end of the article under the author’s name, I’d like to list information about him and how people can contact him by phone or by visiting his website via hyperlink.
On his private site, he doesn’t sell anything tangible BUT the intention is obviously of a business nature and his hope would be that some people who go to his site, might also decide to hire him.
The articles on WordPress.com are designed to create him as an authority figure and to build trust. The purpose is NOT to sell, however by listing his website it DOES give people reading his blog the option to contact him should they wish to ask questions or hire him to be their mortgage broker.
The idea is not necessarily to DRIVE traffic to his site but to offer an option of contact. Would this be okay to set up?
If it’s NOT okay to have a hyperlink to his website, would it be okay to still list the website but NOT have a hyperlink associated with the address?

I had read the TOS and the ‘types-of-blogs’ page AND the ‘advertising’ policy page too prior to posting my question because I was still a little unsure after reading a 2010 thread on this topic.But you’ve made my day and served your title well in just one post…wonder how many more people you’re going to make happy today at this rate!

One more question…I haven’t spotted anything on this yet…but as individuals are we limited to how many individual blogs we can make in one account?

Or do we have to create an individual account for each blog we’d like to make? If that’s the case, are there any limits there?
