Clarification regarding monetizing my site

  Going through the comparison list of various plans there are two questions which come to my mind-
  1.) Can one upgrade from free to the premium plan as desired i.e. after getting some traction ?
  2.) How can one monetize one’s site through the WordAds program and how exactly does it work?
