Classic Block Not Showing Formatting Toolbar

I have a page on my site that has been there for many years and I edit frequently (pretty much every day). Because it’s so old it’s in the form of a Classic Block, and I noticed today that the formatting toolbar at the top of the page is gone when I try to edit the page. Is this a bug or a deliberate decision to eliminate the Classic toolbar? It’s not replaced with the new Block toolbar or anything else, so the only way to format the text is to manually edit the html as far as I can tell. It’s very annoying!

The blog I need help with is: (visible only to logged in users)

Update: It’s now showing the toolbar but just at the top of the page, so I have to scroll back up to do any formatting. This may well have been the case before and I just didn’t notice. It’s still somewhat annoying but more manageable than when it seemed like the toolbar was gone entirely.

Same here. It is the only block that still accomplishes the task I need which is a copy and paste of an entire page of events. Why is WordPress bent on making this block impossible to use?
