Classic Editor Functionality on a New Free Site

Hi there,
My university staff have been using WordPress for years, and we are in the process of creating a new WordPress spin-off site to host archives of our literary journal.
However, when I created the new wordpress site, it defaults to the new block editor. There doesn’t appear to be a way to restore the classic editor, and if we want to download and install a plugin for that, we’d have to switch to a business account. Our department doesn’t have the money for that (and it’s not really what we need–we’re going to use this to archive our journal, not manage the front-end of a business).
I have checked in the options when in the editor itself and when in the WP-Admin, but both places are missing the setting option that people say should be there. Am I missing something, or is it now removed? Trying to train a bunch of people in a new editor that is only going to be used for the literary journal archive isn’t really a good option.

Reviewing similar comments, it seems that this is something which WordPress Admins must take care of on their end. I’m adding the Modlook tag to help flag my new account for that purpose.
