  I am a teacher and I would like to set up a blog to use with my students. Can I do this if the students do not have email accounts? If so, how?

  WordPress.com uses the email associated with a username to identify who is who, so without an email those students won’t be able to sign-up for a WordPress.com account.

  There are lots of free email services: hotmail, Google, Yahoo, and many others. Would your students be able to get email via one of those?
