I am unable to locate information on how to make my blog title when clicked take the viewer to my website. I would like the title (tammie harris photography) to link back to my website (tammieharris.com) when it is clicked. Right now it just links to itself. Can I do this? My current theme is Chaotic Soul if that is helpful.

You can create a custom menu on your WordPress.com free hosted blog and link to your website from it.
custom menu > http://en.support.wordpress.com/menus/You cannot change the link from the WordPress.com blog title free hosted blog to redirect to your website. You can however purchase a domain mapping upgrade and map an existing domain (one you already own) to your WordPress.com blog.
Follow these instructions if you already have a domain that you registered elsewhere, and you want to map that domain to your blog.

The blog title is supposed to link to the homepage of the blog. Making it link to another website isn’t reasonable. The reasonable thing to do is add a text or image link to your website in the sidebar.
If you really want such a link in the header area, you can design a different header image that will include the logo of your website, and I can give you a code that will make that part of the image clickable.

There is a trick that can be used where you create a transparent GIF or PNG the size of the text and then you put it into a text widget and make it a link and then you use inline CSS position declarations to position that text widget up and over the title.
The problem with doing this though is that if someone is on another page of your blog and they want to go back to the main page of the blog, there is no link for them to do that. They have to use the browser back button. You can add a “home” link to the sidebar navigation using the custom menu feature and custom menu widget though.
The one thing to remember is that historically, the title/logo at the top of a page has taken people back to the main page on the site that they are on at that time, not to a totally different site. I always get a little miffed when I click on a logo at the top of a page and end up on a different site rather than back at the main landing page of the site I’m on.
I might suggest putting a prominent link to your main website at the top of the sidebar above the pages widget.

I should mention that the text widget repositioning solution is not perfect since it will shift up or down in relation to the title by 28px depending on if the person is logged into wordpress or not, so that has to be taken into account when creating the image (size) and when doing he positioning.
If you had the Custom Design upgrade then that 28px shift can be eliminated through some CSS trickery.
