Having a WordPress.com account cannot have any effect on your ability to run a self-hosted site using the open source WordPress software. It’s simply not possible, as there’s no link at all between the two. But if you want to delete your WordPress.com account you can do so from the account settings page:
What exactly are you trying to do, and what exactly is going wrong?
Note that you can’t have a site with WordPress.org, as WordPress.org is neither a platform nor a hosting provider. WordPress.org is just a site where the open source WordPress community collaborates on creating and supporting the WordPress software. Creating an account on WordPress.org will give you the ability to post in their forums or contribute to the software yourself, nothing more.
To use that version of WordPress, you need to create a hosting account at a hosting provider like Pressable or Bluehost (this will require you to buy a hosting plan from the provider you choose), and then you install the WordPress software there to build your site.
