Please keep in mind that once you choose to delete, you will NOT be able to re-use the WordPress.com address again. There are several options you can choose from rather than choosing to delete the site permanently.
* Change your site’s address and keep your content

https://en.support.wordpress.com/posts/edit-posts-screen/#deleting-posts* Empty your site of all its content for a fresh start and continue using the same address

https://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account* Make your site private so only people you invite can see it
https://en.support.wordpress.com/settings/privacy-settings/If you do NOT wish to choose one of the options above and are certain that you wish to delete your site permanently, you can follow this link https://en.support.wordpress.com/delete-site/
Again, please make certain you will never want to reuse the address, as it will no longer be available for you or anyone else to use after deleted.
The user account itself cannot be deleted. If you want to get rid of your account details, follow this link and remove all personal information from your account.

Change your email address to a throwaway address and change the password to something random that you won’t remember to prevent you from gaining access to it in the future. Or, you can just block all emails and keep the account dormant in case you may want to use it again in the future.
