  Hi there, what is the address of that site? If that site is hosted here on WordPressdotcom, the site owner can delete the site directly by following this guide https://en.support.wordpress.com/delete-site/

  There is a 30-day window to revert site deletion, but once that has passed, the site cannot be recovered and the address cannot be reused.
