  I changed my mind about the name of my blog and it’s content. Is there a way to make changes or do I just start another page and close this account?

  Your site address can be changed without deleting the site or closing your WordPress.com account. Which address would you like to use instead? And would you like to remove the existing content so you have a fresh start?
