I would like to know the difference between a code block, a short code block, and a custom html blocks, and when to use them.

Right, the forum doesn’t have a block editor at this point. It does have a code button you can use, though. Press that, paste the code, then press the code button again.

href tagdo you mean like a link created with theaHTML tag?You can create links on any plan, no need to upgrade to be able to create links. Check out this page if you’re using the block editor: https://wordpress.com/support/links/
If you prefer to use HTML code, you can use the
atag. You will see that theatag (within whichhrefis used) is in the list of supported HTML tags: https://wordpress.com/support/code/#html-tagsHope that helps!
