http://whatacardcards.com/ is wearing the Sela theme https://wordpress.com/theme/sela It is not wearing the Ecto theme.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
What is the URL of the site wearing the Ecto theme?
Is it hosted by wordpress.COM?
You can confirm where it is hosted by typing the URL in here http://www.whoishostingthis.com/If it is hosted by wordpress.COM then Do you have a Premium or Business upgrade that provides CSS editing capability? https://wordpress.com/pricing/
If it is not hosted by wordpress.COM the wordpress.ORG support forum is at http://wordpress.org/support. The wordpress.ORG login link is here https://login.wordpress.org/ If you do not have an account yet then click Create an account https://login.wordpress.org/register/ and if you have lost an account password click Lost password? https://login.wordpress.org/lostpassword/
WordPress.org support docs are at https://codex.wordpress.org/Main_Page
See also https://apps.wordpress.org/support/ for app support. -
If it is hosted by wordpress.COM and you do have a Premium or Business upgrade that provides CSS editing capability read the notes below.
Note 1: Once you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

Okay then. :)
Every theme has a detailed theme description page. This one is at https://wordpress.com/theme/sela and that’s where set up instructions for it and the live demo site link is found.
As I explained above you need a premium or Business upgrade to be able to edit the CSS on any site hosted by wordpress.COM.
