Columns won’t stack on mobile

  I am unable to get the two columns at the top of my main page to stack on mobile devices. In block editor they are set to stack, and when I set the device view to Tablet or Mobile while in Appearance>Customize the columns are shown as stacked. However, on an actual mobile device (or on the mobile device view of of Google PageSpeed Insights) the columns do not stack.
