  If I am using wordpress.com do I have the ability to upload plugins? What if I upgrade?

  Is the ability to upload plug ins only available to those who use wordpress.org?

  The blog I need help with is: (visible only to logged in users)

  No you do not have the ability to upload plugins using .com.
