.com vs software question

I cannot find a clear cut answer, at least not in a language I speak. I wanted to use offline software to manipulate my blog and try out themes before publishing them, but I have a wordpress.com site. Does that mean that if I’m experimenting with themes it can all be seen online by viewers each time I make a change? It’s hard to know what can be done with a theme until you activate it and play with it a while. Meanwhile everything looks a mess, and even if I switch back to a prior theme, all my former colors and options have changed. There’s no way to do this offline and then publish when ready?

I recommend that every blogger has a test blog set up as a mirror blog.
