Hi there. The comment box appears just fine on your most recent post, but not on older posts. Keep in mind that the option under Settings ->Discussion only applies to new posts.
To make the comment box appear for your already published posts, go to Posts ->All Posts in the classic dashboard (http://petspeopleandlife.wordpress.com/wp-admin/) and enable comments using the quick edit option. You can enable comments for all old posts at once via the bulk-edit feature.

Hi again. I see you commented on my blog to say thank you. First, you’re very welcome. I’m glad I could help and if you need more help, don’t hesitate to ask in a reply to this thread.
Second, please note that I prefer to keep my blog and my volunteering in the forum separate, as I don’t blog about technical WP.com issues. Consequently, I don’t display or respond to support-related comments on my blog itself. I ask that you please understand and respect that.
Know that you are always welcome to ask for help in the forums and I or one of the other Volunteers, or a Staff member, will do our best to try and help. You’re also welcome to comment on any post on my blog that has comments enabled, as long as your comment is about the post and not a support issue :)
