Comment box does not appear on my blog page (not home page)

Hi. A comment box does not appear on my posts page (not my home page) unless the title of post is clicked. The allow comments box is checked, and the comment box appears on all other pages. Thanks!

Hi there – that’s normal behaviour for virtually all WordPress sites. :-) Comments and the reply box only appear on single posts.
There is one special theme which acts differently, called p2 – you can check it out here:

Kathryn, thank you for the quick response. If someone clicks on the blog page and reads the post, how would they add a comment if there is no “leave comment” button/line? Thanks.

Every theme has either a “Leave a comment” link (or similar wording) or some type of leave-comment icon, either above or below the post.
In your theme, Twenty Ten, it looks like this:
