  The comments never appear on the main page of a WordPress.com blog.

  Is there a way to disable comments so the bottom bar that says “Leave a Reply” with comment icon is deleted completely?

  Yes, IF you’re good with CSS editing and have purchased the upgrade. Otherwise, no.
