Comment form in every page

Hello,
I want remove the comment form from every page.
Is it possible ?
I follow the suggest from the forum editing the dicussion module, but nothing happen.Someone can help me ?

Discussion settings is where you set up defaults for comments.

I have followed the instructions and have tried to disable/erase the ‘comment form’ box. Nothing works. I removed the clicks from the pages. Nothing. It is still there. How do I get rid of that box?
