Comment form not on bottom of the post. Settings appear correct.

I published a page on road2retire.com and the comment section is not at the bottom of the page. The settings for comments are correct, as far as I can tell. The specific page is Expat Retirement: Torn Between 2 Loves. I appreciate your assistance.
The blog I need help with is: (visible only to logged in users)

Hi there,
It looks like comments on that particular post have been disabled. You can enable them by visiting the Edit Post page here:
https://budgetretirementblog.wordpress.com/wp-admin/post.php?post=743&action=edit
Under the “Discussion” heading, select the option for “Allow comments.” Once you update the page, you should see a comment field!

I went to the discussion page and I don’t see an option that simply says “allow comments.” I have tried several times checking and unchecking boxes, saving and resaving the discussion comment page, and updating the blog page a number of times to no avail. Maybe I am blind, but can you tell me where exactly this “allow comments” is located? I haven’t changed the settings on discussion from the previous posts and the comment form was visible on those pages. I am confused. What line should I be checking that I have not? I don’t want them to have to sign up before commenting. Thank you.

Oh, I found the problem. It was as you suggested. I was using the old edit page. I had to use the new edit format to find the “allow comments” that you were referencing. Thank you for your help.

Great! I’m glad that worked. I wanted to address one bit in your previous reply:
I don’t want them to have to sign up before commenting.
You can change this option here:

Currently, your settings are set so that users do not have to login to comment, which is what it sounds like you’re looking for. The setting in particular is called “Users must be registered and logged in to comment “. Just wanted to let you know for future reference!
