  Is there a way to add Comment Rules/Guidelines Before Commenting?

  You can add them to a static page on your blog as I have done. If they are not lengthy then you can add them to a text widget you place in your sidebar. However, you cannot add them to the comments area above the commenting box.

  All blogs on this multiuser blogging platform share the same template. We cannot edit themes or templates. Only Staff can access the files and edit them and every edit they make affects all blogs wearing the same theme. Please read this entry > WordPress.com vs WordPress.org: The Differences
