Comment settings

My own blog is a self hosted WordPress blog. However, I am the editor of a WordPress.com blog.
I can seem to find any of the settings to change how and where the comment box appears. Currently it shows up at the top of the blog, beside the title, as a little dialogue balloon.
I’d like it to show up at the bottom (or the top) but as an open text box and something that says “Leave a comment”…or something like that.
Thoughts?

I just noticed that there is a text box below the post. However, it shows up below the “share” section and also the “Related posts” section.
Any way I can make it show up above them?

The location of the comments link varies from theme to theme. Could be at the bottom or at the top. If you want to change the location, you’re getting into CSS editing, and that would require the Custom Design upgrade.
