  On self-hosted WordPress blogs, I have seen an addition to the comment form that asks the commenter to type the answer to a math problem. Is this feature available on WordPress.com blogs?

  It isn’t an option right now, no. All blogs on wordpress.com use Akismet by default though, so comment spam really should be minimal.
