Comments aren’t visible on the published blog – how do I turn them on so that people can see a discussion?

You cannot see comments on your front / home page. They are visible when a reader looks at individual posts.

no comments visible, though under posts with comments you’ll see the date and number of comments made on that post:

Clicking on that post, then readers will see the comments below your article.

Yes, the comments are only visible when a reader looks at a single post. Your front/homepage shows your most recent posts, but the comments themselves won’t appear.
Think about this: if comments for your individual posts were to appear on the front/homepage, and if you had perhaps 20 comments on each of your posts (or 200 comments!!!), then your front/homepage would be impossibly long. It would be very difficult for your readers to find your posts to read your latest updates.
You could use a “recent comments” widget to highlight what your readers are currently talking about: http://en.support.wordpress.com/widgets/recent-comments-widget/
