  Anyone can comment? Is there a setting so that only authentic WordPress members can only leave comments making them responsible for what they say?

  The blog I need help with is: (visible only to logged in users)

  Yes there is a setting to do that.

  These options are available on the Settings → Discussion page under Other comment settings.
